The United Nations Capital Development Fund makes public and private financing pro-poor in the world's 46 least developed countries. UNCDF offers "last mile" financing models that unlock public and private resources, particularly at the local level, to reduce poverty and support local economic development.
UNCDF financing models operate through three channels: (1) inclusive digital economies, which connect individuals, families and small businesses with financial ecosystems that stimulate participation in the local economy, provide tools to move out of poverty and manage financial life; (ii) local transformational finance, which drives the structural transformation of localities through policy and regulatory reform, fiscal decentralization, innovative municipal finance, and project finance to unleash capital flows to the local level, joint local economic expansion and sustainable development; and (iii) investment financing, which provides catalytic financial structuring, de-risking, and deploying capital to drive the impact of the SDGs and mobilize domestic resources.
Job purpose
UNCDF is seeking to appoint a Program Financial Assistant that will contribute to ensuring effective financial management of the program and supporting planning, budgeting and monitoring of country programs in Tanzania. In addition, analysis responsibilities span up to 35% of the time to support the new UNCDF CookFund program in its financial reporting and responsibilities. The incumbent will also: 1) lead the administrative functions 2) support the fund manager and work closely with investment officers and other staff in the field to manage financial activities as well as financial reporting to donors and headquarters.
The Program and Finance Assistant will be under the overall supervision of the UNCDF Global LFI/CTA Director.
Duties and Responsibilities
Managing and implementing operational and financial strategies and adapting processes and procedures with a focus on achieving the following results (15%):
Full compliance with UN/UNCDF rules, financial activities regulations and policies, financial recording/reporting system and follow up on audit recommendations; implementation of effective internal controls, proper operation of the client-oriented financial resource management system.
Mapping financial business processes and detailing the content of internal financial standard operating procedures in consultation with office management.
Implement cost-sharing agreements and trust funds, and set conditions for contributions to carbon dioxide resource mobilization efforts.
Preparing proposals and implementing cost-saving and reduction strategies in consultation with the office manager.
Managing budgets and operating the optimal cost-recovery system with a focus on achieving the following results (10%)
Prepare and adjust budgets for UNCDF projects, follow up with Headquarters on Authorized Expenditure Limits (ASL) and income application.
Preparing annual work plans in consultation with office management, forecasting, reconciling, and preparing appropriate periodic reports.
Implementing the monitoring mechanism for development projects by monitoring the preparation of budgets and their adjustments, budget status against ASL/cash available for the project.
Prepare the project budget review in ATLAS and submit to the approvers the submission of the project budget to Compliance Control (KK).
Display carefully researched information for planning the financial resources of the office, and reports containing an analysis of the financial situation.
Preparing and maintaining the approved risk register and mitigation plans within the accounting and reporting system
Provide accounting, finance, procurement, human resources, logistical and administrative support with a focus on achieving the following results (10%)
Maintaining an internal expense control system that ensures that processed vouchers are matched and completed, transactions are properly recorded and posted in the Atlas system; Payroll duly prepared; Claims for travel and other entitlements are duly processed.
Coordination and review of closing accounts.
Timely corrective actions on unpublished vouchers, including vouchers with budget check errors, match exceptions, and unapproved vouchers. Respond in a timely manner to Headquarters requests to resolve financial data issues.
Maintaining accounts payable for timely CO reimbursement and reconciliations with budget.
Timely reimbursement of costs to employees and other partners.
Provide administrative and logistical support by supervising logistical operations.
Provides procurement support by following regulatory procurement rules and guidelines
Provides support for office maintenance and asset management.
Provides support for program management and preparation and support for regular Project Board and Steering Committee meetings.
Support the new UNCDF's CookFund in Tanzania with its financial management and reporting functions. 35%
Provide financial management support including fund flow and expense management, periodic reporting, reconciliation, and advanced financial analysis to support timely reporting and management team decision making
Ensures proper performance of cash management CO and audit with focus on achieving the following results (10%)
Review the cash position of local accounts in a timely manner to ensure that sufficient funds are available for payments
Timely replenishment of all advances to all staff, including petty cash management, settlement and retirement in accordance with United Nations cash management rules;
Timely preparation of projected monthly cash flows for use by office management and Headquarters follow-up to ensure timely liquidation of all project advances.
An alternative as a teller for cash payments made on site.
A pivotal person for the project audit ensures that all documentation is provided to the auditors and follows up on the implementation of audit findings.
Ensures to facilitate knowledge building and knowledge sharing in CO with focus on achieving the following results (10%)
Organize training of operations/programs/projects staff on financial management and portfolio management.
Synthesis of lessons learned and best practices in financial management.
It appears contributions to networks and communities of knowledge practice.
Ensures facilitation of financial analysis and reports, acts as a consultant to implement projects and monitors them from time to time (10%)
Prepare program budget estimates and strategic budgets on an annual and semi-annual basis or as required jointly with the Program technical team, paying attention to the specific requirements of different donors and different partners.
Regularly monitor spending and present the status of financial implementation to the Program Manager and donors according to timelines.
Provide financial analysis of program budgets and expenditures.
Support program management by initiating and reviewing various financial reports.
Support monitoring and evaluation of activities as well as follow-up on the progress of various work plans
Provide input in planning and developing innovative program initiatives.
Monitor implementation of donor agreements and guide partner agencies on implementation timeframes and budgets.
Support the overall management and oversight of the programs.

Skills and Experience Required
education:
Secondary education with a specialized degree in economics, accounting, finance and business administration is required.
Bachelor's degree in Economics, Accounting, Finance and Business Administration will be given due consideration that a financial certificate such as CPA or ACCA is an asset.
Shortlisted candidates will be required to take the UNCDF Accounting and Finance Exam
expertise:
A minimum of 7 years (secondary education), or a Bachelor's degree (4 years) of progressively responsible financial and accounting experience is required.
Experience in project management, use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages.
Experience working with web-based management systems and ERP finance, preferably the UNDP Global Financial and Operational Management System (Atlas).
Knowledge of IPSAS and/or IFRS is an asset.
Experience in managing UN finances and knowledge of UNDP and operational procedures is desirable.
Hands on experience in capacity development, organizational development and advisory work.
Work experience in the UN system and knowledge of UNDP and operational procedures is desirable

Proficiency in oral and written English and Swahili.
Working knowledge of another UN language desirable
