The Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing humanitarian actors together to ensure a coherent response to emergencies. The mission of the Office for the Coordination of Humanitarian Affairs is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disaster and emergency situations; defend the rights of those in need; Strengthen preparedness and prevention and facilitate sustainable solutions.

This temporary vacancy is advertised for two (2) positions as a Humanitarian Affairs Officer located at the Office for the Coordination of Humanitarian Affairs (OCHA) in Pemba, Mozambique. Humanitarian Affairs Officers report to a Senior Humanitarian Affairs Officer at OCHA in Mozambique.

Responsibilities

Within the delegated authority, the Humanitarian Affairs Officer will be responsible for the following tasks:

Monitors analyze and report on humanitarian developments, disaster relief management, or emergencies in the designated country or region, as well as oversees work related to assessments, emergency response preparedness, and engagement. /community accountability to affected people.

Organize and prepare studies on humanitarian affairs, emergency relief, and related issues; organize follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues, and ensure implementation of relevant study recommendations.

Participate in large and complex projects, including disaster assessment or other missions; Assists in the coordination of international emergency/humanitarian assistance for complex emergencies/disasters and in securing the necessary support (eg personnel, funding, specialized equipment, supplies, etc.); Prepares status reports for the international community, reporting the situation to date and identifying unfulfilled requirements.

Partners with other humanitarian agencies to plan and evaluate emergency and humanitarian assistance programs and help ensure up-to-date results, lessons learned, policy guidelines, etc. These activities, include gender considerations.

Helps humanitarian actors build capacity to deal with emergencies; develops country-specific indicators in collaboration with experts from the region and ensures subsequent monitoring of these indicators; recommends actions based on the analysis of relevant information.

Ensures appropriate mechanisms to facilitate cooperation and information sharing within and outside the UN system, including early warning, contingency planning, etc.

Assists in issuing requests for international assistance; Ensures the proper use and expenditure of donor contributions channeled through OCHA.

Establishes and maintains contacts with government officials, other UN agencies, NGOs, diplomatic missions, the media, etc.

Conducts and supports technical assistance and other field missions, for example by participating in field trips to conduct in-depth reviews of specific country coordination mechanisms.

Prepares or contributes to the preparation of various written reports, documents, and communications, eg drafting study sections, background papers, policy guidelines, parliamentary papers, reports, case studies, presentations, correspondence, etc.

Serves as the main focal point on specific topics or policy issues; Keeps abreast of the latest developments, coordinates with other humanitarian organizations, donors, etc., and ensures proper monitoring and reporting mechanisms; Provides information and advice on a variety of related topics.

Review and advise on policy issues related to protecting humanitarian principles and ensuring the effective delivery of humanitarian assistance.

Organizes and participates in working groups, meetings, conferences and consultations with other agencies and partners on humanitarian and emergency relief issues.

Provides direction and may supervise new/junior staff.

Perform other tasks as needed.

(b) the proposed position will not adversely affect the career development or reassignment opportunities of other employees and represents a cost-effective and operationally sound solution to the needs of the service.

Subject to the funding source for the position, the opening of this temporary position may be limited to candidates located at the duty station.


While this temporary appointment may provide a successful applicant with the opportunity to gain new work experience, selection for this position is for a limited period and is not related to the future occupancy of the position. 

An external candidate selected for this position is subject to the current conditions of the personnel selection system in accordance with ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1.

 A Temporary Appointed Employee who has been appointed in the Professional category and above on a Temporary Appointment, and has been in an authorized position for a period of one year or more, may not apply for or be reappointed to his or her current position within six months from the date of their appointment.

Staff members of the United Nations common system organizations who reach the mandatory age of separation or retirement during the current period of temporary need are not eligible to apply.
